Em resposta à concorrência desleal enfrentada pelos produtores de leite mineiros diante da importação crescente de países do Mercosul, o Governo do Estado, por meio da Secretaria de Estado de Fazenda (SEF), publicou na edição do Diário Oficial desta quinta-feira (28/4) o Decreto nº 48.791, que estabelece que toda importação de leite em pó passa a ser tributada em Minas Gerais, ficando suspenso o benefício concedido aos contribuintes detentores de Regime Especial. Na prática, isso quer dizer, na importação de leite em pó, a alíquota sobe de 0% para 12%. Já para a venda desse leite em pó fracionado, a alíquota passa de 2% para 18%.
O decreto é válido por 90 dias. A medida já havia sido antecipada pelo governador Romeu Zema no “Minas Grita pelo Leite”, encontro que reuniu cerca de 7 mil produtores no Expominas, em Belo Horizonte, com o objetivo de dar visibilidade à crise que o setor vem enfrentando devido às importações.
O Brasil é um dos maiores produtores mundiais de leite – e Minas lidera o ranking, com 9,5 bilhões de litros (27% da produção nacional). Apesar disso, em 2023, o leite em pó foi o principal derivado lácteo importado pelo país, alcançando o volume equivalente a 2,8 bilhões de litros de leite. Esse volume é quase 96% superior ao adquirido em 2019, representando um recorde de importação em 23 anos.
Segundo o Ministério da Agricultura e Pecuária (Mapa), 46% das importações vieram da Argentina e 45% do Uruguai. Como integrantes do Mercosul, os dois países são isentos da Tarifa Externa Comum (TEC) cobrada de países que estão fora do bloco, desestruturando a cadeia produtiva do leite.
No ano passado, as importações mineiras de leite em pó somaram US$ 62,6 milhões. E, neste ano, as compras continuam crescentes. No primeiro bimestre deste ano, as importações já alcançaram US$ 12,7 milhões, representando 20,3% do valor de 2023.
Em Minas, especificamente, vários produtores se veem obrigados a deixar a atividade leiteira em função da competição desleal de mercado originada pela importação do produto, que contribui de forma contundente para a queda de preço do leite pago ao produtor, situação ainda pior para pequenos e micro produtores rurais.
Em janeiro de 2024, o valor pago ao produtor foi de R$ 2,11 o litro, inferior ao mesmo mês de 2023, quando estava em R$ 2,51. Os números evidenciam o impacto negativo das importações nos preços pagos aos produtores mineiros. Em 2022, o preço médio do litro de leite havia sido de R$ 2,71.
O secretário de Agricultura, Pecuária e Abastecimento (Seapa), Thales Fernandes, reforça a importância da medida.
“Essa importação estava desestruturando a produção da maior bacia leiteira do país. Produtores estão desistindo da atividade, que é uma das mais tradicionais do nosso setor agropecuário e importante fonte geradora de emprego e renda, principalmente na agricultura familiar. Com essa medida, o Governo de Minas mostra que está atento às dificuldades e anseios da classe produtiva e continua trabalhando firme para o fortalecimento do setor”.
